Quadplex 40 amp breaker

Hello. Need to create space in a BR type Cutler Hammer panel. I have two AC units on separate single 40 amp breakers. I was thinking of using a tandem (Quadplex?) breaker to clear one space for an EV charger (60 amps).

Is this possible or is it time for a sub-panel?

I'm going to guess you are not an electrician. Too many factors involved in this seemingly simple question to give a yes or no.
